we're dealing with dangerous wind chills this morning, as the federal government shuts down in washington because of snow. ukraine's new leaders accuses russia of declaring war by moving thousands of troops into the southern region. and we'll have the big winners from last night's academy awards ... and how host, ellen, broke twittter. good morning. i'm dan ponce. and i'm cortney hall in for erin. thanks for joining us on the wgn morning news at *4 a-m. >> will get your morning headlines in just a minute spot first our weather. >> and winter is not over yet is one of our top 10 februaries on record. we're starting off march a little cold. today we will be called lucky to make the midteens. partly cloudy

return tuesday and wednesday. when state 1-3 in. of snow. we make 29. >> so far so good on the roads. no major delays or problems on the expressway's or the tweets. heading in bound on the eisenhower there is some road work going on around morgan where they are doing the bridge demolition. other than that it's nice and clear and other than the construction. but it's back to you guys. >> we're a few hours into the murder trial of oscar pistorius in south africa. the amputee track star is charged with murdering his girlfriend reeva steenkamp a year ago. pistorius says he thought he was shooting an intruder when he fired his gun at his closed bathroom door. but prosecutors say the couple had an argument before he put on his legs, got his gun, and started shooting. a judge will decide whether pistorius is guilty of murder, which has a mandatory life sentence. he has just pleaded not guilty.

this will the first trial to be televised in south africa, but some testimony will not be. teachers at two chicago public schools will boycott the state standardized test. judy wang is *live at saucedo scholastic academy in little village with more. >> good morning. 40 teachers here where the first to announce they would boycott. they said they are not afraid. under orders from the headquarters the principle is supposed to ordered teachers to leave the building if they refuse to give the test. one when teachers made the announcement the argued giving the test waste of valuable construction time and it's not being used for grade promotion or for deciding eligibility for the city's elite schools. it is replacing the test next year. friday teachers at another school decided they would boycott as well. illinois

standard achievement test is required to comply with the federal no child left behind law and to qualify for government funds. it takes two weeks to administer the test. teachers who refuse will face disciplinary action including the loss of the teaching certification. the mayor backed her up. >> she made the right call the system is state mandated. the teachers' school has been accomplished but this year we will continue because we have to. it's state mandated. the only people who can pull somebody out is not a teacher but a parent. >> the teachers here claim the parents of about 500 students have opted out. the teachers' union says it's not taping barbara byrd bennett as an idle threat and union leaders are preparing a defense.

>>the new leadership of ukraine is accusing russia of declaring war. an estimated six thousand russian troops effectively seized control of ukraine's crimean peninsula over the weekend. crimea is on the black sea, a major shipping lane for russian crude oil. the russians have surrounded three ukrainian military bases, and demanded that the soldiers inside surrender. russia's actions have sparked official condemnation from around the world, and protests among ukrainian americans. >> there will the cost to the economy of russia and to russian businesses and to russian individuals. ultimately i think russia will isolate itself on a global stage that had just spent $60 billion for the olympics to try to present a different face. >> the g-8 summit, scheduled in russia this summer, has been suspended in protest. chicago's local ukrainian community is calling on the united nations to take action against russia, before an armed senator durbin told a gathering

of local ukrainians, a military response isn't currently on the table. >> we also want mr. prudent to note that this idea of invading any country that happens to border russia is not acceptable. he ruined whatever charm offensive he launched in sochi on the streets in crimea. >> chicago has about 50 thousand ukrainian americans... many of them have relatives who took part in the street protests in kiev that drove ukraine's old president from office. and many are worried what will happen if russia and ukraine go to war. a massive winter storm is now hitting the east coast. federal government offices in washington are closed today. the d-c area expects rain, ice and eight to 12 inches of snow. central arkansas, tennessee and kentucky are also at risk for heavy ice conditions. public schools from dallas to philadelphia canceled classes for today. and by early sunday evening, about two thousand flights were canceled and 56 hundred delayed due to the storm. an evacuation order has been

lifted in southern california after a severe storm threatened the safety of some residents. several neighborhoods in los angeles county were evacuated because of possible flooding and mudslides. the storms will not eliminate the severe drought in california. the l-a area has still only received about half of its normal rainfall for the season. this year's polar plunge turned out to be the most successful one, because of the mayor's guest, jimmy fallon. just as advertised, the new tonight show host joined mayor emanuel and took a dip into the icy water. both went completely under. judging by the look on his face, wearing a suit didn't help fallon from being shocked at how cold the water was. this all came together when the mayor said he would appear on the tonight show *if fallon did the plunge. >> what is wrong with the people? look at all of you! look at what we have done! >>fallon left the area as fast as he could, following the plunge.

more than three-thousand people went into the lake, despite the ten degree air temperature. that helped raise more than one-million dollars for the special olympics. the blackhawks ended a two-game losing streak with a five to one victory over the pittsburgh ---mispronounced-- penguins at soldier field saturday night. the snow came down during the outdoor finale of the n-h-l's stadium series. the game brought a sellout crowd of more than 62 thousand people despite the bad weather. the windchill was in the single digits ... and at least two inches of snow fell during the game. good times. taking a look at the *other top stories this morning. robbery may have been the motive behind saturday's fatal shooting of a near north side business owner. herbert goode owned "silver cloud galleries," near state and ohio. he was shot at his company's factory facility on the southwest side. two witnesses say they saw a light blue car speeding away from the scene. the killer hasn't been caught. authorities are trying to

figure out how a toddler managed to get away from his home in south austin. the three-year-old was found wandering the streets in the 49 hundred block of west adams early yesterday morning. police questioned the mother who says he let himself out. the boy in now the custody of the department of child and family services. police say no arrests are expected. chicago police arrested this man, jason castro of milwaukee, after accusing him of assaulting a woman whose car he had just rear-ended on the northwest side. the woman was picking up her children from school near cicero and dickens on november 19-th when he car was hit. as she started taking pictures of the damage, and the other driver's license plate, police say castro punched her in the face, and broke her nose, a tooth and an eye socket bone. he's charged with felony aggravated battery. a teenager was injured after an accident at the snowboard park where he works in northwest suburban algonquin. the 17-year-old was snowboarding on a beginner's hill when he became entangled yesterday. it took emergency responders at least an hour to free him.

he was taken to a hospital for treatment ... his condition has not been released. the accident is under investigation. ellen degeneres hosted the 86-th academy awards last night in los angeles. >> the oscar goes to ... 12 years a slave. "12 years a slave" was named best picture... lupita nyong'o won best supporting actress in the film. matthew mcconaughey who won best actor for his performance in "dallas buyers club." mcconaughey's co-star, jared leto, won best supporting actor. cate blanchett took home the best actress award for her performance in "blue jasmine." "gravity" won seven oscars -- more than any other film. ellen set a social media record with a celebrity-filled selfie that was re-tweeted more times than any picture in twitter history ... one-point-three million re-tweets in less than

into a court building in the country's capital city, and killed at least 11 people. dozens more were injured when the men fired at the with rifles, threw hand grenades, then detonated their suicide vests. among those killed were a judge and a police officer. just days ago, the leadership of pakistan's taliban declared a cease-fire. observers say this morning's attack suggests the taliban's central leaders may not be in full control of the group. here are a few stories that are trending onlinegs

... a u.s. marine jet crashed nevada... the pilot was killed. it happened in a mountainous region, about 60 miles east of reno, at naval air station fallon. the f-a-18-c jet is a total loss. the plane was not carrying any weapons. investigators will try to determine what caused saturday's crash. tiger woods dropped out of the honda classic because of back spasms. he says his lower back started bothering him during sunday's warmups. things got worse as woods went from "five under par," to "five over" by the 13-th hole. russell henley won the event in a four man playoff. woods' next scheduled tournament is thursday at the w- g-c cadillac championship, which he won last year. the shot of the day came from the ladies' tournament. check out paula creamer's 75- foot eagle putt on the second playoff hole, to win the h-s-b- c women's championship. creamer ran across the green and fell to her knees in shock.
